I think if your recommenders are well connected, impressing them with a stunning research work would boost your chances significantly. That's a very subjective thing though.

Asked if I could talk to some professors about the program/their research in late November (I was taking PhD Micro I at UNC and living in Chapel Hill at the time), graduate director agreed to set up some appointments, but it never happened. After winter break I asked if I could still do it and the graduate director agreed. Before the meetings with the professors she talked to me about the program as if I were already accepted, and when I asked her if I was in and she said yes. She said the formal acceptances won't go out until March (as usual), though.

I loved doing my master's at ISU and feel that it helped me significantly (better LORs, more math, and great GPA somewhat answered the questions my undergrad/age generated). I probably would not have applied to University of Iowa (I didn't realize how poorly I matched with the school when I was applying because I focused more on their recent placements) and applied to a different mid-ranged PhD program.
