Question: What schoolis the hardest to get into?

I was unhappy with the earlier methodology, and there were bugs in my code anyway. I ended up doing it by hand, as there were many cases which were not directly comparable, but which I could see a trend by looking at a spreadsheet I developed which looks at which schools were classified as harder or easier to get into than another based on the methodology below. There were two "circles"; Chicago was harder than Penn was harder than Chicago, Chicago was harder than UCLA, and UCLA was Harder than Penn, and UCL was harder than Georgetown, Georgetown was harder than Arizona State, and Arizona State was harder than UCL. I resolved these circles as best I could, the first circle had a more clear ordering (in fact, UCLA is a fair bit easier than the other two, and Penn seems to be easier than Chicago, overall). The other circle I sorted the best I could, but I wouldn't bet anything on it.

The biggies I found were that Cornell, Brown, and Duke were high relative to the econphd.net ranking, while Maryland, Texas, and Wisconsin were very low. I didn't throw out schools with masters programs, but that messes with things a little, too.

There were some other non-surprise schools which were slightly high, such as Columbia, Georgetown, and JHU (location), Pitt (small number of accepts, many applicants). My method was to make a matrix of schools, and to score each pair (School A, School B) based on the number more cases of a student being rejected by A than accepted by B (it could be negative). Then I ordered the schools based so that I had an upper triangle which was as negative as possible. Or more precisely, For each school A, I tried to make all the entries above (School A, School A) negative.

Question: What schools reject students accepted at other schools?

What if we looked at it this way, we can define school A as being harder/easier to get into than school B if there are at least 2 more/less cases of a student being rejected/accepted by school A than there are cases of a student being accepted/rejected by school B. (Please excuse the ugly formatting) Using past results, here is what we find:
